Reaching for the STARS Oklahoma's Quality Rating System
Many parents don't understand the STARS rating system, and that's because it's never been explained to them! The STAR program is NOT a satisfaction or quality based rating system, rather it is a rating system that relies soley on increasing sets of requirements to be met at each STAR level. Any provider who chooses not to participate (generally due to time, money, and the sheer amount of paperork involved in the program) is automatically given the lowest rating a 1 Star. So providers who choose not to participate are lumped in with providers who may have lost their STAR rating due to repeated issues.

1 Star
All licensed programs are automatical designated as a One Star Program. Programs with higher star rankings can also be "demoted" to 1 STAR for repeated or serious issues, so it is important to review the daycares compliance history on the Oklahoma Child Care Locator and not just rely on Star ranking.
